Turbo vanes sticking?

Here is what is happening, at highway speeds or under light acceleration I can hear the turbo spooling up and then down when it shouldn't be. When it does this I lose some power. It usually only happens for about 30 seconds then the truck will run like normal, or if when it happens I'll hit the throttle hard and it will stop. I'm thinking the vanes on the turbo are sticking or possibley the vgt solenoid is sticking. Anyone have any ideas?

You can pull it apart and clean the vanes real well. Then put just a dab of anti-seize on them, and they should work better, and you should get a little quicker spool up. I would still wait till a tech chimes in on this though. As I am not one. Good Luck.
