ISSUES ON CHRISTMAS

Hi there guys I have a 2003 f350 6 liter power stroke and what my issue is when im driving and my truck is at say 70 km/hr you can hear my turbo whine up and the whine down. my egts are around 750 and its not like im stepping on it just keeping it at a steady 1500 rpm and 70 km/hr. my turbo will bounce up and down roughly about 3 psi. I also find when your just driving it it feels like it builds boost and then realeses it. could the turbo have something to do with a bad head gasket

are you sure thats not your fan? I had my truck for 6 months before the first time I ever had the cooling fan kick on it scared the beejebus out of me thinking something was wrong... I dont believe it can be confused for a turbo but I know it caught me by suprise. What do you mean by it feels like it builds boost and then releases it. More info needed

Mine did kind of the same thing after I got it but it was a coked up EGR valve causing it. You could feel it surge slightly.
