f250 loud noise from exhaust at idle

I looked at a f250 today. At a idle it would sound like some one turned on a fan in the exhaust then shut it back of about every 30 seconds or so. Is this normally?

No not cold out. About 75 degs here in Florida. One more thing. I started it up and let it idle about 15mins. The oil temp warm up about twice as fast at the coolant temp. Is that normal.
