Fuel Pump ??

I was under my truck the other day and noticed my fuel pump under the drivers side door, is covered in either oil or fuel, couldn't really tell which one as I have a bad cold, I know this is not normal

2004 F250 PSD, crewcab short bed 5" dual stack bull haulers. strait pipe from turbo back.

I would say fuel maybe the filter cap has a small leak

I figured maybe the cap, however the pump is saturated in fuel, its from top to bottom back to front, I figure if it was a cap it would not be all over. What happens when these things start to go bad, do they leak?
