serpentine belt help

how does this locking tab work for the serpentine belt? i can get the belt tensioner to loosen the belt but i can't get the tab to lock into place. i tried pushing down on the tab but it would not the lock into place. does the belt have to be off for the tab to lock the belt tensioner in place? where can i get a picture the routing diagram? would ford get me a copy of it?

pull on belt between a/c comp and alternator reach down and push the tab up toward the tensioner and it should lock.
