no turbo through 1st

Hey everyone like title says, my fathers truck has no turbo through 1st gear, worse when cold. the egr system is fine, its been doing this for about 70,000 miles lol. Well it did it after the egr was replace underwarrenty and it did it before. when you mat it from the line its a dog, then it hits second watch out it chirps the tires and its full boost. It does have a hard time starting almost acts like fcim is going, but this condition exsisted before i believe. My father always thought it was normal till i got my truck, and showed him how mine boost through 1st gear. but running down the road it seems to be okay, maybe not quite as responsive as mine. could it be possible fcim has to deal with both of these, there are no exhaust leaks, and it has a new turbo put on within last 5,000 miles bearings went bad, truck has 170,000 on it now, and he pulls a 38 foot fifth wheel camper on a regular basis. who says 6.0L won't last.

Does it blow black smoke when you lay into it in first?

If it blows a lot of black the vanes in the turbo may be stuck.
