torque converter going in and out of lockup

What would cause the torque converter to go in and out of lockup? Right now I'm running Jesse Warren's race tune with OD at 45mph and lockup at 70mph. Some times cruising at a lower speeds at 20% throttle(+ or - a few %) the torque converter would lockup in 3rd or even in 4th. It would lockup in 3rd...then almost seems like it gets confused, cause it then unlocks and shifts to 5th and then lockup again and then unlock. I just don't understand why it would lockup in certain gears and lower speeds when the tune is suppose to make it lockup at 70mph. It doesn't do this all the time. This isn't the only tune that this happens to. I notice it doing it sometimes with all the tunes I have. Could it be solenoids or maybe the torque converter?

2004 F-350 SC 4x4, XLT, 4" dual Magnaflow, AFE intake, No Limit piping, spearco intercooler, water injection, ARP studs, hypemax o-ringed heads, SCT tuned by Innovative Diesel, tuned FICM, Hellman's sump, FASS, Fuelab, regulated return, 190/75 injectors, KC/MTW 68 w/.72ar, suncoast trans w/billet input, edge insight CS with dakota digital gauges, amsoil by-pass, BD exhaust manifolds
