100psi fuel pressure!!!

My freind bought a 03 f250 a month or 2 ago and we did an egr delete and new oil cooler. And he replaced all the fluids and filters and ever since he changed the fuel filters which was about 2 weeks after the egr delete and oil cooler. It has been hard to start in the morning. It will take 2-3 tries to get it going. So I told him I wanted to check the fuel pressure so we put my pressure sensor for my edge on his truck and the psi when he turned the key on was 92 and after he started it then it went to 100 and maxed out the sensor. I know that's bad to have that high of pressure what what could be causing this? I would think it would have to be the regulator. The psi was taken from the test port by the regulator.

Could be one of those "Other" fuel pressure regulator springs. Might just need a Ford spring.

Yeah that could be. I'm still wondering if this has anything to do with the hard starts. The ficm is healthy and the hpop seems healthy according to what the cts reads. But it starts and dies a couple times before It will run.
