What could I expect?

Auto guide will not allow me to post the entire post...it cuts it short.

S366 66/73/.91.
Warren's 190/stock nozzles.
Cutting edge's divided t4 up pipes .

2006 f250 ccsb 4x4
rarely tow and when I do its less than 8k.

Normally elevation where I go is less than 750 ft.

Opinions on this setup?

It may provide the top end flow of air for 190s, but I think it will be laggier than you like.

What about the 64/68/.83 divided instead

The guy to talk to about running a non-VGT is Chris (Strokin6L). He has 190/75s and use to run them with a 64/71/.70 (I believe but the housing MAY have been a .76, hopefully he'll chime in). The key to whatever you run is getting divided up-pipes. From what I have heard and read, I wouldn't be running a T3 that's for sure. I'd be running a T4 divided. No diverter valves either.

What power goals are you after? So many people go overkill on a street truck. I think you'd be better suited with a smaller charger.
