On time programmer/engine or security? Best mpg ?'s

Hello. I have a 03 ford f250 6.0 diesel CrewCab auto 2wd. I just recently purchased this truck from a dealer and was driving yesterday and noticed something when I stopped at the store. I noticed a little device hanging down near the fuse panel and it was called On Time (a tiempo/spanish) It has 4 different buttons to press numbered 1 to 4. When the truck is turned off the devise lights up and you can press any of the numbers and it makes a beep like you are programming something. When you have the truck on, it seems like the device is turned off (no light). It is about 3"X2" in measurement. Any idea as to what this is? Thank you

I just found out that it is a security box for people who have financed a vehicle and if you do not pay your bills your vehicle can be disabled.
