Its the oil feed tube for the injector oil rails on a 03 engine. Early 04 trucks (built before 9/23/03) have 03 engines in them. If the ICP sensor is not in the passenger side valve cover thats another way you can tell if its an 03 engine.
04 and up use a completly different feed tube. You might want to put the updated feed tubes and dummy plugs in the oil rails also to prevent any high pressure oil leaks down the road.
