Turbo Charger Muffler?

Someone was telling me that on the intake side of the turbo is a mettal ring that can come off and the turbo will be alot louder- is this true anyone hear of this?-- also will a straight pipe (no cat) 4inch system help the turbo spoil up quicker-alot or just a little and also will it make turbo louder? ( Ilove the sound the sound of POWER-------)
