Yes, when you get the power side unit from BPD you have to take your old FICM out and separate the 2 halves and put it back together with the BPD power side. Therefore you are not changing the logic board and it doesn't need to be flashed.
The Atlas 40 tune is really a PHP tune that Ed at FICM repair.com just has the ability to flash when he repairs your FICM. I would send it to Bill at PHP to have it flashed with the tune.
Bill also has a flash tuner that he can send you with the tune on it. You flash the FICM yourself and send the tuner back. There is usually a long waiting list for that though. I would just send him the FICM and have it flashed. His turn around is usually pretty quick for that.
