Tow haul with no trailer??

I have Vivian's looney and I was wondering if running around town or on base if its safe to run in tow haul to keep from smoking. When climbing hills at lower speed 40-50 the truck don't seem to want to shift and it will blow some smoke and then eventually it will shift. Just trying to prevent the smoke.
