Air Dog II low fuel pressure

Hey guys, 2004 f350 with an airdog II 165 and a regulated return. I started the truck and instead of the normal fuel pressure of 62 psi, it is now at 18 psi. The pump does seem a bit louder. I replaced both fuel filters and the water separator and there is no gelling, I use an additive every fill up. Any ideas? How can i determine if it is the pump itself or maybe the gauge got screwed up? The regulator return gauge still reads its regular pressure and doesn't jump around, if that matters. Thanks. -Steve btw pump only has about 4000 miles on it.
