High idle mod 06 idling @ 1800 w/ seic wire

First off, hi. New here (kind of) mostly just read. Anywhoo, I've got a question I'm hoping someone can lend some insight to.

I have an 06 350, bought used, was a fleet truck and apparently (unknown to me) had high idle already modded. They used the orange wire (which I understand to be the seic) which should idle the truck @ 1200, yes? Well flip the switch and it revs up to 1800. What the crap?
I also noticed there are two wires connected that run back into the group, an orange w/red and an orange w/ yellow. Could this be the reason for the extreme high idle?

No one? Anyone? Lol. I guess I'll cut the connection between the orange/red and orange/yellow and see what happens?!) I was hoping someone might know what connecting these wires would do?
