Is this a Tuner?

I have not seen a setup like this before. Looking for a truck for my wife and just kinda curious.

Mainly the wire coming out of the dash going into the pocket (could be an AUX input) and the red/black OBDII dongle looking thing.

That's the way my Edge insight is connected. Follow the wire and see where it goes to!

drive the truck and see how it feels..... If it has any black smoke there is a tuner connected

or ya follow the wire.

I have seen those obd connectors before and I cant remember where........something is telling me banks for some reason though.
