What do you mean by best? Best fuel economy or best power range for cruising. I would say 1900 RPM would be the best for better MPG and it can still pull itself easy unloaded.

Mine with 3.73 gears run approx 2000rpm at 70-75mph.

anything under 2k will yield the best fuel economy while unloaded

Ok operating rpm's matters when you running a different turbo, anything below 1900 on a non-vgt is a pain trying to keep it spooled. On a VGT style its easier, If I remember correctly you were looking into a Non VGT. So a little higher RPM will benefit you and help keep the turbo spooled.

i have a similar question

I am looking at a 2008 f450 with the powerstroke. i will be using it to carry 4200 lbs full time as a truck camper...

the truck i am looking at has 4.88 rear gears and does 2600-2700 rpm at 70mph...

is this a good operating range for this engine, i have never owner a diesel...

or should i be seeking something with a taller gear, like a 4.10 or 3.73...

thanks in adavnce

david
