What do i need to do to get my truck in the 13's safely? Granted im in WA at a lower elevation so it should be a little easier.

SCT with custom tunes, exhaust, and gauges will get you in the high 13s

Add head studs to that list if you don't already have them. Thye won't make you any faster, but they'll keep your head gaskets intact.

With an SCT with CUSTOM TUNES, you should see high 13s, low 14s, depending on cab configuration, longbed/shortbed.
I'm pretty sure Evan went low 12s running his SCT and No2 |

From your picture, pull forward about 10 feet then step on it, that'll get you in the 13's with the look of that downhill slope
