SCT Custom Tune Problems

I had a custom tune for my SCT done by a local guy. The power was insane. But when I would get into higher speeds the truck would get this surging sound from the motor. Not the turbo. Kind of like if I was pushing the pedal in and out rapidly. Does that mean the tune is to much for my fuel system? Or could it be a sign that something needs maintenance or repair?

THe truck was pulling 5.97 s from 0-60 with about 2000-2500 pounds of tools in the back with a brake boost start in 2wd. To much boost lol and those tires where a smokin'. I'm new to diesels and any thoughts would be appreciated.

It's by a local guy, Wall's Rod and Customs in Winnipeg, Manitoba Canada. No one familiar like Eric from Innovative. I've been running eric's tunes until I figure out the problem.
