2005 Ex horns

So, my horns quit working. And when I push on the horn, I hear a clicking coming from the fuse box. When I pull the horn fuse, there is no clicking. I want to test the horns, to see if they are bad. But I can't find them! The manual says they are on the passenger side, behind the plastic wheel well. I pulled the well, but still couldn't see them. I was in a bit of a hurry that day. Did I miss them? Or are they located someplace else? Thanks for any help

Any ideas at all guys?
