light bar?

i am about to make myself a light bar with a single 3inch steel pipe and i wanted to bring the tie down hooks out as well i was thinking of taking a 1/2inch steel plate and bolting it where the hooks are now that way they are still useable http://randyellisdesign.com/wp-conte...-SuperDuty.jpg kinda like this but i want the hooks to sit out further....any tips or things i should know before doing a job like this?
