With the 9008 (H13) bulb, there is no "true" way to get a dual xenon bulb. (dual HID). The bulb is fired with one ballast. EVERYONE that claims a dual xenon bulb is using a simple motor to tilt the bulb for high beam. In essence, you wont gain a whole lot of light by tilting the bulb. I deal with Euro FX. There stuff is the best out there period, ceramic potted lamps, ect. I am NOT a dealer but get a discount because I help them sell so many if you need anymore help. You would be better off to get a set of 50watt low, and 35watt fogs.
