Typical F-2/350 rear quater issue

Looking for anyone who has a solution for repairing the usual pop out rot that occurs on near all of these trucks rear quaters in the North East. I have a really reasonable quote from a body shop of 600.00 per side to fix the rear fender however I am not sure I will have that money to spend this year so I am looking for another more affordable option to bide the time between now and then..... is there a bolt on or an adhesive type of fender flare that might hide the sin until the right time comes along for the repair?
