Bed Liner Removal?

I have a superliner brand spray liner on a steel square tube rear bumper of mine and it wasnt sprayed on thick enough in areas so its rusting through. I have no real good idea on removing the spray coating though. Does anyone have a better idea then throwing the whole bumper in a fire or taking a power chisel to it.
