Odd HID issue on my 06. H13 bulbs

I'm having a very odd issue when installing my hid kit on my 06.

It's a morimoto h13 5k kit.
Both ballasts work, both bulbs work. I have narrowed that down.
They just will not work in unison with this truck. I have grabbed a spare set of bulbs that work, but get the same issue.

So, the driver side low beam will work, only if the passenger side is unplugged.
And the passenger side high beam will work, only of driver side is unplugged.
Neither high beam, nor low beam will come on together.
The pins from the harness are plugged into the correct spots on the power harness from the truck.
Any ideas? Anyone had this issue with theirs?

Does not matter how many different bulbs, or ballasts I use. They will do absolutely nothing when you turn the lights on and both sides are plugged in at the same time.
No flicker, no noise. Nothing.

My fogs used to do this but with the truck running it was fine only with the engine off they wouldn't work... I ended up getting new ballasts and problem solved.

Got her fixed. Threw my morimoto harness on that I had laying in the toolbox. Fixed it right up.

There was a recall on the ignitor in the ballast and there is an updated high beam controller and harness now too. Stuff is way better
