Odd flasher relay problem

My turn signal flasher relay is ticking when the truck is off. I can turn on the hazards, they work, and oddly the turn signals will work and light up the signal indicator lights as well. There is no change when the truck is running.
All lights are working and blinking at a normal speed. Any thoughts? Relay going bad?
I pulled fuse 18 and it has stopped but obviously I have no turn signals.

Swapped out the flasher relay. No Luck. Going to try swapping the multifunction switch next.
