radio, obdII and power lock issue

yes all three of these things are acting funny as of this morning. started truck this a/m and CTS did not come on. next the lock on the door would not lock once i started driving. and lastly the radio will not turn off once tuck is off and door is opened. so i check and sure enough the obdII/cigarette lighter fus eis blown. replace with new 20 amp and it pops immediately. unplug CTS and install new one, doesnt pop. so my guess is the CTS may be bad? but that doesnt explain the locks and radio situation. any ideas? i see there is a acc delay fuse, could that be bad? CTS has been in truck for two years, no problems. thanks
