Im going through a similar situation right now with an 04 truck. Ive been working in truck for a couple of days now. From what i've gathered the fuse panel in these later super dutys now incorporate the GEM module inside of the fuse panel. When i turn the running lights on only the cowboy lights come on and the dash lights come on, that's it. But i ran power to a brown wire on the back of the panel and made the rest of the running lights come on. I'd say bad fuse panel.
