Ignition cylinder issues

Guys! The "bell or "chime" wouldn't stop even when the key was removed. I pulled the ignition cylinder out and removed the bottom housing around the steering column. There is a small semi-circle piece of plastic with 2 wires running from it that has fallen out of its home. If it touches the cylinder, the chimeing begins, if its apart, the doors won't lock? Any ideas on what this piece is and where it goes? Pls help as I'm going crazy!! Tks
