1 fog light is brighter than the other

It appears that the passenger side foglight is brighter than the one on the driver side. I changed both bulbs recently with new ones and still notice this issue. Is there a way to aim the fog lights? At first I thought I had a bad bulb or that they weren't changed together but now I wondering if its an aiming issue. Thanks for any help!

also check your wires at the plug. i have seen plenty a wires break and it can cause goofy stuff like that. you wont know if the wire is broken just by lookin at it. you have to physically wiggle the wire around and feel it. you will notice the difference in feel if its broken. it will seem really flimsy and easy to flex where its broken compared to the rest of it
