'05 rough starting and no turbo

My '05 has had the EGR cooler, engine oil cooler, and some lines changed out back in november, and it just came out of the shop again 2 days ago because sometimes it wouldnt start, we had to mess with the wiring harness. last monday we never could get it to start. we thought it was the FICM but it ended up being a FPR valve which is a fuel pressure regulator valve that works like a solenoid. ever since i got it back it starts up very rough when cold. it takes longer to warm up the motor, and usually the turbo/boost wont kick in. no matter what, when you let off the accelerator, it makes a chu chu chu sound like air pressure blowing under the hood. then all of a sudden yesterday I had boost and it worked fine but still made the chu chu noise. today the boost never kicked in to help the truck out, but i heard the turbo today whistle its *** off like it wants to push the truck. i have to let off the accelerator for it to shift. i bought it with a tune in the truck, but i have no tuner to take it out. it shows up having all 8 injector codes, a fic module performance code, an exhaust pressure code, any suggestions?
