Engine Temp Warning

I have a 2006 f350 6l powerstroke. When I first start up and the engine is cold the readout says "check engine temp", and the heat guage is at the bottom like it's dead. after a while they will go to normal and the warnig light goes out. sometimes they will revert back and forth while I'm driving.
I know that the engine is not hot because it is always when I first start it up. Also I have checked the coolant and it seems to be normal. This truck only has about 17000 miles on it. About a year ago I had to have the middle part of the turbo replaced and now lately I hear a load noise like the turbo but it goes away after it warms up. Some times I wonder if it is the radiator fan, and could that be the source of the guage malfunction?
