6.0 Excursion surging Loss of power leads to big bang.

First off I have read alot on here about all of the similar problems to mine. But I felt I must ask about my specific problem.
I have a 2003.5 Excursion 6.0 Powerstroke. Recently It has started surging/losing power while underload or going uphill. It is like a skipping.
When this happens the rpm's are between 2000 and 3000 and over 60mph.
I observe the boost drops with power loss.
I have paid the dealer for a injector service,egr cleaning and to replace both fuel filters. None of these have changed the problem in any way.

Well today I noticed the engine light was on. I pulled the EGR code out and cleared it. About 10 miles later I was passing uphill and then blam! The top turbo hose blew off. I macgeyvered it back on with my multitool and was on my way. After that happened the surging is way worse than ever. Also fuel mileage is poor.
Any Ideas before I spend any more $$$$$$$
