Code P006A

Got question, my 04 PSD threw a code p006a, never saw this one before. I have a K&N filter and Edge platnium installed. Also I can not get over 21 psi boost. I just got back from a trip towing the camper, (10500lbs) and even up hill, floored, (well almost), all I got was 21 psi. EGT 1100, EOT 195, ECT 220, I will say this, I had the turbo off a few weeks ago, and cleaned the carbon out, and welded the cooler closed, ( poor mans Delete). I am getting the egr low flow, but that is expected. I believe I did the turbo relearn correctly, but could this be my problem I also had the latest strategy installed 3 weeks ago. I am in the process of cleaning the filter now. Any suggestions anyone... Thanks.....
