BAD TURBO LAG AT 5LBS. OF BOOST

When I'm running at 5 lbs. for a period of time, when I give it more throttle, It just sits there for about 3 seconds and then hits and blows alot of black smoke. It does not do this at any other pressure. It also did it before and after my egr valve was replaced. I have the extreme race running but was wondering if it is my turbo sticking, but wouldnt think it would stick at the same place everytime. Any thoughts???
