2003 idling at 1500 after motor work

My truck idles at 1500 rpms and wont slow down ... ideas?

I just replaced the following on truck, its a 2004, but manufacture date is 08/03 on the sticker.

blocked EGR cooler with plugs,
replaced oil cooler
replace HPOP orings (were split/leaking)
replaced all injector orings just as precaution
replaced radiator because of cracked overflow tube
flushed coolant 5 times prior to work and ran coolant filter for 300 miles

from reading around I am going to take a wild stab that this is the ICP or harness???

But I have never heard of anyone having a sustained high idle because of this, almost everyone describes it as a poor or sporadic idle, or surging.... has anyone experienced it like mine?

So if anyone is hunting the same issue, I think it was the ICP... after pulling a bunch of junk out to get to it I sprayed down the sensor and harness real good and now its running great.
