05 6.0 FICM issues

okay I am working on a truck and I am kinda stumped on it. here is the story. guy ran it out of fuel. filled it up, cranked like crazy. got it running. slammed the hood and it shut off. got a new ficm and 2 new batteries. fuel is bled. ficm reads 0 volts with the ford scanner. I put a can sensor on it. when you turn the key on, right away the FICM has about 20 volts then it fades to zero. has sync while cranking, but no FICM sync. replaced FICM relay and no blown fuses. running out of ideas. any thoughts? thanks in advance.

what did i miss ? it was running then "slammed hood" and replaced parts including FICM ?? ?

FICM looks screwed ?
whats the supply FICM voltage ?
