White substance around degas cap but psi doesnt exceed 12psi

I am new to this forum so I appologize in advance for my ignorance. I have a 2006 6.0 with 50,600 miles. I had white residue around the cap 3.monthes ago and took it into the shop since I had a warranty. They checked it out and determined it was a bad cap because the system only reached 12psi. The new replacement cap is now doing it again with residue around the base. Blow hg's and the dealership misdiagnosed it? It screams to me blown hg's but the mechanics assured me it isn't? Thoughts?

You may have a small crack in the tank itself. I have had a few with crack/split in a seam leak at only 8 psi.

Can you do the PSI test on your own? I would do that and not trust what the dealer says.

Don't fill it to the full line, keep it about a half inch low and see if that helps.
