Vgt problems

Hey guys I recently had new gaskets put in. At the same time I had them put on a 03 turbo. It ran good for awhile. Now it's got a loss of power. It doesn't have hardly any tone to the exhaust. So last week it started sounding kind of like a supercharger whining. So I took the 03 turbo off and put the 05 turbo back on it and it still isn't right. I took the 03 turbo apart and the exhaust turbine was all messed up. At idle it sound like the vanes are opening and closing constantly. At idle vgt cycles from 84 to 67. I can't read ebp on the live wire ts. What should my iat be around. It stays a little warmer than it is outside. I'm trying to sell it but I can't because it's not running right. Help would be appreciated. Thanks guys.
