Erratic RPMs when reved in Park

If I rev my truck up while it's in park and hold the throttle in the the same position the RPMs with rev up and down. Sometime they will rev 300-600 rpm. I've checked the ICP & IPR sensors and the HPO system shows to working correctly. No codes and no starting issues. Fuel pressure shows good as well.

I'm also having an issue with my boost falling off at WOT and not boosting as much as it should. I'm wondering if these problem maybe linked.
