P0069 & P0299 & reduced turbo boost

2006 psd 6.0 CEL came on for P0069 and P0299 codes. Symptoms: reduced turbo boost throughout the power band (-4 lbs than normal). From a stop, turbo will be 0 until the rpms get to 2k then kicks in like normal. As soon as I let off from there boost drops below normal (4-5 vs 8-10 psi).

My reader only measured the BARO and MAP sensors (no EBP readings). The ambient pressure for my area was 29 inches(NOAA) the readings were baro: 14 and map:29. I replaced the BARO sensor and the readings didn't change and problem stayed. Took a chance and bought a new EBP sensor and no change. The EGR valve is new and clean. I swapped a MAP and tube from a buddies truck. It read 29 in his and 29 in mine. No change in problem. I cleaned the turbo in the summer when I put in head studs.

I changed the baro under the dash/steering colum or is there a second one somewhere else? Any ideas? There wasn't any obvious wire damage to any of the sensors.

PO299 DTC. I have that DTC a few times. A few full throttle runs usually cleans the turbo.
