It is more of a love hate relationship. Seriously you have spent a whole lot of money in this truck, hopefully you invested in a good monitor and gauges. If not, without a monitor we are just guessing. What is your icp, ipr% , fuel pressure , ficm voltage, boost?

My buddy's did the same thing, check your icp voltage. If it reads zero it is probably your icp sensor and or the pigtail going to the sensor. 03 the icp sensor is beside the ipr on the hpop cover under the turbo.

If you are going to pull the turbo it would not hurt to recondition or at least clean her if it has not been done in a while. Me, I would not replace the ipr unless it was bad but that's me.

I would replace it. The 03 IPR is known for having problems already.
Have you drained the hcfm the Allen head screw is how to get water out.
