6.0 low ficm voltage on startup

Hey guys i have an 06 f450 dump in the shop that is verrry hard starting when cold. it wants to kick every couple times the motor comes around, puffs black smoke and then dies right out. I finally got it running, got it in the shop and checked everything out with ids. my ficm input voltage is good, output to start was like 25v and then started to climb after a little bit to around 32-35v. i went for a ride with it to get it up to operating temp for maybe 2-3 miles. still reading low 30s for voltage output. I parked it with it still running and voltage climbed to 47-49. Is the ficm itself causing the lazy voltage increase or could something elsE? I shut the truck down for a while, restarted it and the voltage was in the mid 30s again. What gives???
