Turbo/Power issues!

I have a loss of bottle end power. Turbo does not really build boost until around 2K rpm about the other side of red light from take off. I'm leaning towards stuck vanes. Also only 10.7 MPG on highway pulling a little 7x14 v-nose box trailer empty. Could this issue be due to the lack of air volume as a result of stuck vanes? If so could I just tear it down and clean?

I took off the turbo and cleaned it. It certainly needed cleaned. I put it back together and now I practically have no boost. The turbo spins freely by hand so it's not in a bind. Any suggestions?

Do you have an exhaust leak before the turbo? Check for a boost leak. Do you have/get large amounts of black smoke on the bottom end? Any check engine light? Check the EBP sensor tube and MAP sensor port/hose for blockage. Get a scan tool on it if you can.

I didn't have any blow by from leaks. Took turbo back off. Vanes are moving with the plunger of the actuator. No codes for turbo issue.

Is it possible that after a few months of stuck vanes the PCM needs to relearn?

No codes at all. Checked map sensor port in intake and it was clear. Checked fuel filter and it's good. ????
