I found it disconnected. On the passenger side.

That is not a wire, I think it is the vacuum hose to your heater control valve. It hooks to the front of the heater control valve it controls coolant flow through the heater core. I will take a pic to show you where it goes when I get back to my truck.

Yea that lil bugger is always falling off. It can even cause problems with 4 wd control.
Lowers overall vacum.

I accidentally saw it while trying to diagnose a low battery voltage issue......which is a whole different story

Low battery voltage? What's it doing, just staying low or not charging? I can say I've been through 2 alternators in less than a year
