Arrow 28psi boost slug

ok heres the situation I popped a 0299 code last week while pulling a 8k camper prior to that I noticed when I get on the skinny pedal im building plenty of boost but it doesn't feel like the truck is putting it to the road. I pulled the turbo, cleaned the turbo it had plenty of carbon.. some rust.. and a little pitting the ring was showing some signs of wear.. but no holes were miss shaped or cracked so I cleaned every thing up real good used anti seize on contact points.. and slapped it back together I tested the accuator and it all work as it should... well I just got done taking a test spin and Not really to my surprise no difference... should I be looking some were else or is the slight pitting causing it.. also if I ease on the pedal its seems to get up and go.. but if I through it to the floor its a slug could all this be a fuel issue? new fil;ters blue spring... thanx, dan
