fuel,fuel pressure,fuel filter

Should the upper fuel filter housing stay full after the engine is turned off or does it bleed down and empty after about 15 minutes. My truck will start with starter fluid and run as long as needed and starts up again and again, but if you let it set for about 15 minutes then you will have to use starter fluid again, check the fuel filter and it is empty, no leaks, new blue spring kit new fuel pump new ficm new filters.
