do you have any way to pull the IPR and inspect the screen? If you just replaced the oil cooler its possible some debris got into the oil reservoir and made it's way to the IPR.

Also the ICP sensor has a high failure rate on the 03s, I would look there too for a leaking sensor

Just put a manomrter in the icp, is that hard?

That way you can read the HPOP pressure, id you dont have LPOP pressure you are goingo to have 0, or else the IPR is broken

For sure look at your ipr%. If its at 84 or so percent, the screen has trash or the hpop has died. Iirc, 03 and early 04 are known for the hpops going bad kind of early.

Plan on it this week. Only thing that gets me is I'm not even getting oil to oil filter an yes I'm pressing the check ball down. So it makes me think it may be the low pressure oil pump? Any thoughts

Maybe the plug on the front cover, below the low pressure oil pump went bad. You should look for damages on your LPOP, the regulator plug, or the piping in the oil pan, 2003 has a failure with those
