symptoms of IPR valve failing or failed

Just gettin another opinion on a problem a friens had diagnosed on my truck. Hooked up a scanner and drove truck while monotoring ipr and icp sensors. Said IPR was only pushing 900 psi and WOT and 1100 at crank with a surge. IcP sensor is only a year ols or so , no oil leaks and trying to rule out hpop ( never have hard starting ) . From my understanding ipr valve closes to build pressure in engine to fire injectors to push more power which pushes nore exhaust out of engine through turbo to build more boost. If ipr is stuck open or partially it will allow oil to leak by as in not able to build pressure or semi pressure only allowing injecters to ush fuel half *** which will alow half *** boost and the hotter the truck gets the thinner oil gets which will have less pressure if ipr is sticking or failing. Just gettin more opinions and not wanting to fix one thing when its something else. Still learning my truck and her ***** fits she gives me. Does seem about right or close to it. Thanks for the help in advance
